Change vs Progress

When does change become progress? Is progress planned ahead of time? Does change just morph into progress at some point? Or is it only in reflection that you can say progress was made? Our shop is converting technologies and I'm trying to figure out if we are making progress or just change. Its early yet so perhaps progress only comes with reflection.
